كلمة مدير عام الشرطة السيد اللواء /يوسف الحلو
بداية اتقدم بالشكر الجزيل لفخامة السيد الرئيس محمود عباس ( ابو مازن ) القائد الاعلى لقوى الامن على الثقة الغالية التي منحني اياها بقيادة جهاز الشرطة الفلسطينية ،ومنذ اللحظة الأولى لتكليفي، أصبحت هذه المهمة الوطنية الجديدة بمثابة الأمانة الكبيرة والمسؤولية العظيمة أمام الله وأبناء شعبنا ، والمتمثلة في حفظ الأمن والنظام العام والحفاظ على أرواح وأعراض وممتلكات أبناء شعبنا العظيم ، وبسط سيادة القانون وتطبيقه بشكل عادل ، وصون حريته وكرامته، والتي تعتبر من أهم الأولويات الداخلية التي تسعى الشرطة الفلسطينية للحفاظ عليها بشكل دائم منذ تأسيسها وعلى مدار تعاقب قيادتها .
إن هذه المؤسسة الشرطية والتي بنيت على أسس وطنية متينة ، تزخر بالكوادر المهنية من حملة الشهادات العلمية العليا والحاصلين أيضا على العديد من الدورات التخصصية في كافة المجالات ، بالإضافة إلى خبراتهم الواسعة في المجال الشرطي والقانوني ، إضافة إلى الهيكل التنظيمي للشرطة الفلسطينية المبني على أسس إدارية ومهنية تشكل إنسجاما وتكاملا في العمل بين جميع إدارات ومكونات الشرطة الفلسطينية ، كل ذلك يصب في تطوير الأداء وتحسين الخدمة المقدمة للمواطنين .
إن الأمانة الملقاة على عاتقنا تحتم علينا العمل بكل طاقتنا لخدمة أبناء شعبنا، واضعين نصب أعيننا المساهمة في بناء مؤسسات دولة فلسطين وأن نكمل مسيرة من سبقونا في تأسيس وبناء شرطة الدولة ، وأن نراكم على إنجازاتهم ونطور الأداء ونحسن الخدمة باستمرار ، وأن نسعى جاهدين لرفد هذه المؤسسة بالكوادر القادرة على إحداث تطوير مستمر يلمسه المواطن من خلال الأداء على الأرض ، وتحقيق المزيد من الإنجازات على صعيد الحد من الجريمة ومحاصرتها وبث بذور الأمن والأمان في نفوس المواطنين .
إن الشراكة الحقيقية والتي نسعى من خلالها لتحقيق الأمن والنظام وعكس أفضل صورة عن وطننا الحبيب ، تتجلى من خلال المؤسسات بجميع أشكالها الرسمية والأهلية والمجتمع المحلي بكافة قطاعاته ، بالإضافة الى المؤسسات الدولية الصديقة ، فالأمن لا يتحقق بمعزل عن شراكة المواطن ، والذي يتلقى هذه الخدمة وتنعكس على كافة مناحي حياته .
ان المؤسسة الامنية الفلسطينية هي جهاز واحد باذرع امنية واختصاصات مختلفة، تسعى بشكل دائم للتكامل فيما بينها بشكل فاعل لمكافحة الجريمة ومحاصرتها قبل وقوعها، ونشرالطمأنينة في نفوس المواطنين لتحقيق وتجسيد الامن والأمان للمواطن الفلسطيني .
أعاننا الله وزملائنا على هذه الأمانة ، فشعبنا يستحق أن ينعم بالحرية والاستقلال والخلاص من الاحتلال ، وان يعيش بدولته المستقلة كباقي شعوب الأرض .
First of all, I wish to thank His Excellency President Mahmoud Abbas (Abu Mazen), the Supreme Commander of the Security Forces, for the trust he has bestowed on me to lead the Palestinian Police Force. From the moment of assuming the post, this new national task has become a great undertaking and profound responsibility before God and before our people as it involves maintaining the security and public order as well as preserving the lives, honour and assets of our great nation. In addition, my duties include enforcing the rule of law and implementing it fairly and preserving the freedom and dignity of our people, which is one of the most important domestic priorities that the Palestinian Police seek to permanently maintain since its establishment and throughout the tenure of its successive leaders.
This police establishment, which was built on solid national foundations, is composed of professional cadres who hold university degrees and who have participated in several specialized courses in all related professional domains. In addition, they have immense experience in the policing and legal field. The existence of the organizational structure of the Palestinian Police which is based on administrative and professional standards, it constitutes harmony and integration in the work between all departments and components of the Palestinian Police. All this contributes to the promotion of performance and improving of the service provided to the citizens of Palestine.
The trust given to us requires us to work with all our capacities and self-abnegation to serve our people, keeping in view the contribution to build the establishments of the State of Palestine and to continue the path of those who preceded us in establishing and building the State Police as well as to accumulate on their achievements. This trust requires us to constantly improve performance and service and to endeavor to enrich this establishment with cadres capable of bringing about continuous development noticeable by our citizen through performance on the ground. It also requires us to realize more achievements in terms of reducing and preventing crime and spreading the seeds of security, stability and prosperity amongst our citizens.
The true partnership, through which we seek to maintain security and order and reflect the best image of our beloved country, is manifested via the establishments in all their official and civil forms, the local community with all its sectors, in addition to friendly global bodies and international cooperation leading to greater cooperation and understanding for policing service .
Security is not achieved without the real partnership of our citizen, who receives this service which leaves its impact on all aspects of their lives.
The Palestinian security sector is one apparatus with various security arms and specializations, constantly seeking to integrate among them effectively to combat crime and prevent it before it takes place and to spread peace in the hearts and minds of our citizens so as to achieve and embody the security and safety for the Palestinian citizens.
May God help us and our colleagues in this responsibility as our people deserve to enjoy freedom, independence and dignity to achieve complete liberation from the Israeli occupation, and to live in their independent State to maintain security, stability and prosperity as all nations of the globe.
